Civil 3D Outputs Ribbon doesn’t display?

If the Civil 3D Outputs ribbon doesn’t display, follow these steps:

1. At the commandline, type UNLOADCSD
2. Close Civil 3D and restart. 

The Civil Site Design ribbons will be reloaded and include the Civil 3D Outputs ribbon tab.
